St Andrew’s is led by its Executive Team, overseen by the Board and, in turn, the Court of Governors.

Executive Team

The Charity’s Executive team meets every week. It is responsible for devising and delivering St Andrew’s strategic aims for the future. It makes sure that the strategy is clear and that performance and progress are effectively managed and monitored.

The Charity’s Executive team is made up of: 

Gil Baldwin, CEO

Gil Baldwin MBE joined the Charity in July 2014. His background includes military service working all over the world including the Balkans and Iraq where he helped to re-establish civil societies and the underpinning infrastructure.

Gil then joined Aviva, where he became Managing Director of Aviva Health, and was then invited to lead Tunstall Healthcare. Before joining St Andrew’s Gil was advising the UK Government in relation to its G8 commitments on dementia.

Martin Beer, Chief Financial Officer

Martin Beer established his career across more than 20 years, leading business growth in nationally and globally significant organisations including Unigate, Uniq and Braemar Shipping Services.

Specialising in profit improvement, corporate acquisitions and business recovery, Martin joined St Andrew’s as Chief Finance Officer in June 2016.

Alice Parshall, Chief Medical Officer

Dr Alice Parshall has been a consultant since 1994 and is a fellow of the Royal College of Psychiatrists. She has led a wide range of urban, adult and clinical services across the major London Trusts, including inpatient and community settings. She has held previous roles as both Clinical and Medical Director, and has a PhD from the British Museum of Natural History in Classification Method. Committed to values based healthcare and working with diversity, she joined the Charity from the National Health Service in 2014 as Clinical Director in Neuropsychiatry, and took up the position of Chief Medical Officer in June 2016.

Dean Howells, Exec Director of Nursing/Operations

Dean Howells was appointed as the Executive Director of Nursing and Quality in June 2016. He took up the additional responsibility for operations in February 2017. His prior role was Executive Director of Nursing, Quality and Patient Experience at Nottinghamshire Healthcare NHS Foundation Trust, where he provided leadership to over 5000 nursing staff.

Dean has worked across a wide variety of clinical pathways including High Secure Services at Rampton Hospital where Dean led and facilitated a CQC rating of 'Outstanding' for care and a nationally-recognised service user and carer involvement team. Dean was appointed Queen’s Nurse in 2014 for his commitment to high standards of practice and patient-centred care.

Martin Kersey, Executive Director of HR

Martin Kersey joined the Charity in November 2014 from Rentokil Initial where he had been Divisional Human Resources Director, responsible for business transformation, since 2011.  Prior to this he held senior HR  positions at Mediabrands, Mayborn Group, Burger King and Hertz.

Mike Speakman, Exec Director, Estates & Facilities

Mike joined St Andrew's in December 2015, taking responsibility for the whole environment of the charity, including the oversight of security teams, groundskeepers, housekeepers and porters. 

Mike has an extensive career record gained in the NHS, including positions on the Board of Nottinghamshire Healthcare and United Lincolnshire Hospitals.   Since joining St Andrew's,  Mike has overseen the delivery of our new CAMHS facility, FitzRoy House, and numerous other capital projects including the refurbishment of the Academic Centre in our Main Building. 

Mike became a member of the Executive Board in March 2017.

The Board has delegated the day to day management of the Charity to the Executive Team, the members of which are the Executive Directors and: 


Leslie Ross, Director of Business Change and IT

Leslie Ross is accountable for the Charity's IT systems and developing the strategy and change plans to support the Charity’s mission to deliver world-class holistic care.

Leslie spent many years as IT and Business Change Director in the financial services sector including at Aviva. Leslie then worked for McKinsey and Company as interim IT Director to launch the National Health Insurance Company of Qatar.

Claire Carless, General Counsel/Company Secretary

Claire Carless joined the Executive Team in October 2016 as General Counsel and Company Secretary. An accomplished lawyer and General Counsel, Claire has substantial experience in managing complex corporate and commercial projects, and ensuring effective corporate governance, for major global corporates. 

Having started her career in private practice, Claire went on to hold senior roles in RWE and Vodafone. Her most recent position was General Counsel for Siemens plc in the UK. 

Claire spent four years as a non-executive director for South Central Ambulance Service NHS Trust, and is currently a member of the Audit and Scrutiny Committee for the University of Oxford.
